With a secured card, such as the Capital One Low Rate Guaranteed Secured, you will need to put up security funds to access the credit on the card. However, secured cards are not 'prepaid' cards as you will not have to keep reloading it with funds. The card does have an annual fee but comes with a very competitive interest rate and the ability to help establish your credit history - just make sure you pay your bills on time. If your card is ever lost or stolen and used without your authorization, you’ll not be liable for those charges. If you're new to credit or need to re-establish your credit rating this card may be a good choice.
