This is a Canadian site, so if your looking to get a replacement for a US credit card you'll have to call your US credit card issuer.  And if it is a Canadian credit card you'll have to do the same.  I believe if you lose a card travelling abroad or it's stolen there is a system in place to help you get an emergency card.  Credit card issuers are generally helpful if what you want to do is spend more money on your card.  Sorry that's doesn't completely answer your question.
